Docker: containers should follow the documentation for database creation

DB creation in Docker containers (at least Postgres-Comptoir-dev) does not use the correct procedure.

It should use COMPTOIR_create_DB_tables_and_procedures.sh.

Maybe COMPTOIR_DB_create_tables_and_procedures.sql should be reviewed with a current export from production.

This could explain why #576 (closed) and #590 (closed) occured
