TAGS increase the authorized limit of the number of tags

En considèrent le fait qu'on souhaite conserver en tant que tag les différentes années pour lesquelles un logiciel a été reconnue SILL (SILL-2017 SILL-2018 SILL-2019), la limitation à 5 tags pour un logiciel est trop limité.
